[Issuance Portal] Header with documentation link #447

[WIP] Add following header section across the portal: with text "This is a demo of the Issuance Portal. Check documentation here " and toggle switch to change theme (dark/normal) Please check this issue for details: https://github.com/Sunbird-RC/community/issues/206
