VC Verification Functionality #583

User should be able to validate VC using the verification library. We can add the link from home page and verify the certificate.

@jayadinni @rhwarrier @Renuka-S I'm not clear about the configurable link can you please elaborate on the same.

Currently VC template is added via backend, as we could not add VC template using issuance portal in last sprint. If its needed for EER, @varadeth can you check if we can add this as configurable link on VC.

Example: Cowin certificate has the verify link:

The link is not configurable. However the template can be editted. Let me know once the verification portal is up. We can edit the template and put the link for verification portal in the template
