Status configuration and reports

• Adds Status, Active, and Completed fields to Position Assignment, Activity Assignment, and Shift Assignment.
• Adds Field Value Group custom metadata type to back formulas for Active and Completed.
• Adds a report folder, custom report types, and a couple of initial reports.
