Add pages for opening spreadsheet and verifying lineup #81

Added a few sections and introduced some explanatory content.

Changes in this PR:

Added signup sheet footer to create event page. This section instructs the host to post the signups in discord.
Added explanatory text to whiteboard page
Added 'TBA' fallback for empty string host name
Added "verify DJs" section
Added firebase exports to .gitignore
Updated signup sheet URL to the new Q3 spreadsheet
Modified pastes to use role IDs for pinging

If we can adjust that ping to just be included in the message, lets do that! Otherwise, that's a small thing and this LGTM!

And just a quick lookover in the feature environment, I think we can rename the "Announcements" tab to something like "Public Announcement" if you'd like. The routes can stay the change, just the tab text would all we would want to change.
