Add a "Publish" action for an event

Events should have a "Publish" action.

This will insure that the whiteboard is not updated until the host has finalized the lineup and it has been announced.

• The "Public Announcements" tab should be renamed to "Publish". The publish action can be placed on this page.
• The whiteboard should only fetch events that are published
• The event cannot be published if there are active changes in the scratchpad
