Problems with external servers that only runs http #90

Webbrowsern does not allow insecure connections on a page that runs https. That gives problems when were trying to connect to external servers to make a GetCapabilities when we want to add layers in Admin.

Wrong of me. Using proxy its no problem. But the web browser will be warning when using configs that includes insecure layers.
