TreeFilter performance issue #145

Seems very slow the first time a filter is applied if layer list is large.

SRID list is limited on extmaptest.sundsvall.se

Good but this only affects loading and parsing time for the capabilities file. This issue is about the TreeFilter (enables user to filter layers in the add layers list) and it works on the populated tree not the capabilities file.

Yes, I think I've fixed this without realising it in back in december.
