Whitelist the spl governance program GovER5Lthms3bLBqWub97yVrMmEogzX7xNjdXpPPCVZw for the Escrow Owner 7M6TSEkRiXiYmpRCcCDSdJGTGxAPem2HBqjW4gLQ2KoE which is UXD SOL treasury's governance.

Motivation

This proposal enables UXD DAO to vote lock their sunny tokens to vote for gauges. This will help UXD play a bigger role in the Saberwars and also lead to more sunny tokens being acquired and vote locked by UXD.
