Dialplan not working #41

What steps will reproduce the problem?
1. I have my sipgate, pap2t, and sipsorcery account setup correctly from
what I can tell from

2. I'm having an error with my dialplans I think because it says
"TemporaryUnavilalbe" or "error loading dial plan".
3. I can't register a google voice number until I can make calls in and out
to confirm it is my account, but I can't do that without a dialplan that
functions.

What is the expected output? What do you see instead?
I expect calls to be made via my sipgate account, if I understood the
instructions correctly.  

What version of the product are you using? On what operating system?
XP, as far as I can tell, the current version of the instructions.

Please provide any additional information below.
I'm getting a dial tone, but no calls are making it out or in to the phone.

Using the softphone I was able to authenticate the phone number with google 
voice,
but I am still unable to make calls go in or out of the landline connected to 
the
PAP2T.  It rings about six times when I am calling out from that phone.
