According to the instructions for this dial plan, both the primary and
secondary GV accounts should have the same callback number. If I understand
correctly, doesn't Google prohibit two GV accounts from sharing a callback
number?

If I'm not wrong, the limit is 2. That is, you can share callback number
between two (but not 3) accounts.

Thanks for opening a ticket for your question, it makes it much easier for us
to give everyone with questions or issues individual attention. To add to
Mike's comment, I'm not sure how you found this site, but if you spend time on
the official GV support forum, you'll see people all over the place asking how
to have multiple GV lines ring the same cellphone.

A callback number in this context is just specifying which managed phone to
ring for the purpose of placing the call. Only one GV line is used to make a
call at a time, so there's no risk of the script causing both GV lines to ring
the specified callback number at the same time. Finally, and maybe Mike can add
another comment, I don't see why you have to use the same callback number. No
real reason to use different callbacks, but no technical reason why they have
to be the same IMO.

Yes, it's possible to use two different callback numbers and forward both to
your SIP account @sipcorery.com.
