First of all, it works even without BoL(Blessing of Light) on target. Tasted with rank1/5 holy light on naked paladin without talents with and without libram. While it is blizzlike bug I believe it was fixed later.
Second of all, it seems to be treated as +healing and not +flat increase. There is a big difference.
+healing affected by spell coefficient multipliers based on spell cast time (max rank 11 holy light has 0.714 multiplier from +healing).
Flat increases on the other hand are always 1x without taking downranking penalties into consideration (which do not matter in this case since hl 11 is a max rank, but I think its worth to mention penalties anyway).

BoL has same incorrect interactions as a Libram of Souls Redeemed. While unlike libram it does and should have downranking penalties for associated healing spells cos it was nerfed at some point, it also should increase healing for those spells with +flat bonus instead of +healing amount.

While Blessing of Light claims to add "up to" a certain amount to specific healing spells, in practice it actually adds the full amount to those spells. That is to say, it does not behave like spell power gear (which uses similar language), which adds an amount that depends on the casting time of the spell. If you compare Blessing of Light (Rank 4) with +heal gear, it's the equivalent of +440.4 for Flash of Light, and +777.7 for Holy Light.

I'll look into the +flat vs +heal as this seems quite a big difference.
Doesn’t receive downranking penalties. It was changed in 2.3 to have such penalties since libram was absurdly powerful for r4/r5 hl spam
