4 years ago This is entirely-true -- using the Random option of the RDF tool should ignore, but also give lower priority to, already-locked Dungeons. This makes it possible to do the same Dungeon more than once. If you've done all of them, you should still be able to queue Random via RDF and get in.
Currently, this means people can do each Dungeon once even via Random. Also, anyone who's done all of them is literally locked-out for the day and cannot do them via Random until they reset the next day.
The second link shows posts dating back to WotLK-era Retail. It's legit proof.
Decription: The game prevents you from getting into a heroic dungeon you are saved to for the day
How it works: You cannot get into a dungeon you or anybody in your party has a lockout for using the random heroic finder, and cannot queue at all if you or anybody in party is saved to all heroics.
How it should work: If anybody in a party is saved to a heroic, it should be less likely but not impossible to get that dungeon in the heroic group finder tool. if anybody is saved to all dungeons you should also still be able to queue and get into ANY heroic dungeon.
Source (you should point out proofs of your report, please give us some source): There is no patch note indicating this, as it's been the way the RDF tool has worked since it was added to the game in WotLK.
