What steps will reproduce the problem?
1.Any sorian game in the water

What is the expected output? What do you see instead?

I expect the enemy to be challenging.  Instead, they shoot at mountains and
steep coast lines for hours.  They think they have the advantage, but are
not actually hitting anything.  

What version of the product are you using? On what operating system?
sorian 1.9 on windows xp

Please provide any additional information below (bug log, other installed
mods, etc).
