Improve parking lane script

There are a few thinks we would like to add to https://github.com/SupaplexOSM/strassenraumkarte-neukoelln/tree/main/scripts/parking_lanes and/or the script from SupaplexOSM/strassenraumkarte-neukoelln#6.

This issue is meant as a list for those things …

• [x] Add the recently approved new tagging practices, see https://wiki.openstreetmap.org/wiki/Proposed_features/Parking_lane_conditionals
• [x] Use Bus stops (example) and/or bus stop platform (example) to automatically define an area that is used to subtract parking space. This is done manually ATM.
• [ ] Respect more parking_spaces values, like disabled https://wiki.openstreetmap.org/wiki/DE:Tag:amenity%3Dparking_space
• [x] Change the direction of the way, which is the opposite of the street ATM.
