Added gameRuleNonOp

This allows for non OP players to change gamerules using EssentialClient, requires gameRuleSync

Added gameRuleSync

This syncs the game rules with the client, provided they have EssentialClient (1.2.0+) installed
By default only operators can modify the GameRules
