Added Public Domain License #1

Let's have a discussion to figure out what type of license we should have on this.

Based on this site http://www.gnu.org/licenses/gpl-faq.html#GPLUSGov Anything created (initially) by USG is public domain and cannot have a restrictive license (e.g. GPL or something). So based on another DOD repo, I copy and pasted the "public domain" declaration.
