Functionalization of SuperCAT

Rewrote SuperCAT to utilize functions for increased modularity and ease of understanding. No substantial changes have been made to collection artifacts at this time.

• BREAKING Switched configuration file to XML for better object handling. (Necessary for hashtables)
• BREAKING Regressed #42
  • Pending re-implementation after functionalization implementation.
• Moved configuration generation into SuperCAT.ps1.
  • Deprecated setup-powershell.ps1
• Added the beginnings a Terminal User Interface (TUI) framework.
• Implemented #50
• Provided for accurate-ish datetime on systems with dead a CMOS battery.
• Moved towards compliance with Semantic Versioning 2.0.0 https://semver.org/
  • Incremented to v0.3.0 due to API change.
  • Selected major version 0 in move to Semantic Versioning due to lack of stable API. See https://semver.org/#spec-item-4
