PSScriptSnalyzer updates with basic PSVersion syntax checking #56

This adds some basic rules for PS Versions 3.0, 5.1, and 6.2

Testing for PS version 2.0 does not currently work.

@VWong99 When you have a chance please check this one out. Trying to add more linting to the scripts to help with analyzing PS compatibility. Thanks. Or @stevenevans1197 ?
