The 20141214.0601.00.rkn.rawacf
and 20141214.1201.00.rkn.rawacf
files both look like they have usable data in them with correct timestamps (if only a single scan each) and should remain in the distribution:
The other two files (20141214.0602.00.rkn.rawacf
and 20141214.1202.00.rkn.rawacf
) both appear to have incorrect timestamps starting with the second record of each file (and incorrect origin times for all records) and should probably be blacklisted.
I will look at the 1201 and 0601 files again and as mentioned before yes, the 1202 and 0602 files have the wrong timestamps.

Reason
These files have incorrect times in them and non-usable data from what I can tell. Please see the following plots of the files. I generated these plots using pyDARN.
These files we brought to my attention from a user trying to plot 24-summary plot:
Potential Fix
I don't think there is a fix for these files as they show to have no useful data in them.
Potential Removal
I am not sure if they need to be even archived; from what I can tell, these files seem to be generated randomly for a minute, but the 12:00 and 6:00 file has the correct data in it. When I removed the files from my local machine and re-plotted the summary plot I got this: This new plot now looks like a normal summary plot with no streaks.
