Fix Usask copyright information #524

This PR corrects some copyright notices in lmfit2, fitacf3 and datdump that I noticed while working on #514.

I have removed references to "SuperDARN Canada" and "ISAS", and replaced with "University of Saskatchewan". The changes have been approved by Kathryn.

@ecbland everything still compiles correctly and the only changes were in the comments, so merging this now :+1:
