Missing rsync_to_sas but this needs to be stripped of some details before committing. bzip_borealis_daily rewritten into convert_and_restructure_daily

Currently testing, will update in the next few days based on tests.

@kevinkrieger I just wanted to note that I am not currently working on this since we are moving in a different direction with the NAS updates. I'd like to leave this here though for the time being since it is currently being used at site.
