WIP: Remove non-windows platforms from CI #1143

Temporarily removed ubuntu and macos, to just focus on the windows CI errors. Typically 142 tests fail, at https://my.cdash.org/index.php?project=elastix for example at https://my.cdash.org/viewTest.php?onlyfailed&buildid=2579819

142 tests failed.
