Usage Tiers

This pull request adds (and hopefully clarifies) the API usage tiers that have been discussed many times in Discord, but never formalized.

Highlights:

• There is, and will remain a free tier. Woo!
• We're permanently expanding the free tier, by adding a "community tier". For an increased rate limit, you agree to share data about how you're using the data. This isn't shared with any other API users, and we use it to see how players are using various sites and tools. Initially this will only affect website by requiring that you include gamelocker.js on your site. This will inject a google analytics tag.
• We're continuing to be a bit vague on the "commercial tier" but after chatting with several dozen large products, we have a clear idea of what they need. These licenses are really focused at companies that have revenue or venture backing. Because they are paid licenses, there will be no data sharing requirement.

UNRELATED: gamelocker.js will also add oembed support, allowing your site to convert telemetry files into visible graphs, etc.

Lots of open questions about the community tier including what is data? How will the data be fed on different platforms, etc.

Commercial users also get bulk access, increased webhook limits, statistical samples, and more.

Does this mean samples endpoint is only open to commercial users?

That's a good question. It seems most of the requests for the data samples feature come from starting hobbiest tier devs who do not have the means of creating a large collection of matches that they could themselves use to gather their own samples. But "statistical samples" may be something else.

I'm going to leave this as "TBD" for samples. I think it will still be a community feature, but I don't want to commit right now until we chat with more commercial folks.
