Rayo disables the opposing Commander procc/ability for the rest of the battle #388

Describe the bug As the title already describes, when Rayo proccs an enemy commander, the opposing commander CANNOT procc for the rest of the battle.

To Reproduce Steps to reproduce the behavior: There are multiple ways to reproduce this bug.

  1. Rayo(Tank) vs Rayo(any weapon and higher stat than the other rayo) + Any Commander(Lower Stats than Tank Rayo)
  2. The Rayo with the higher stat proccs the Tank Rayo
  3. The Commander that had lower Stats previously,is now able to procc the Tank Rayo The Video below will make this more clear.

Expected behavior Rayo should only nullify the opposing commander during the fight section/shooting animation
