Attacks at Resource Bonus Planets doesn't end when the war phase timer runs out. #417

Describe the bug Currently rbp fights continue until either round100 or either side has been wiped out even after timer has ended.

To Reproduce Steps to reproduce the behavior:

  1. Send fleets at an rbp that is close to the end of war phase.
  2. Notice the rounds keep going long after the timer has run out.

Expected behavior Fights at resource bonus planets are supposed to end in victory for the defender the next round after the timer has run out.
