Describe the bug Dune Enforcers only counts dodge for proccing instead of dodge/velocity

To Reproduce Steps to reproduce the behavior:

  1. Tank some hits with Dune Enfoncers
  2. Count the number of procs he does
  3. Realize that there are less than you should be getting
  4. Run some numbers and realize that he only uses the dodge stat to proc, instead of dodge/velocity

Expected behavior Dune Enforcers should be using both dodge and velocity stats

Additional context

Nimroth replicated the bug in the Test Server. Dune Enfoncers only counts the dodge stat for proccing, when it should be dodge/velocity. This results in reduced proc rate.

"with 843dodge and 1368 speed I got 49 procs out 198 and with 1443dodge and 768speed I got 78 procs out of 198 so it does seem like it procs from dodge only atm yeah"

For more context it was also 46 out of 198 procs at 843dodge and 768 speed.
