The Dictators cancels ability of opponent Dictator until the end of round. #462

Describe the bug A Dictator with higher stats 'Reggies' another Dictator ability until the end of the round.

To Reproduce Steps to reproduce the behavior:

  1. Dictator attacks another dictator with lower stats
  2. The other Dictator can't use his ability until the end of round

Expected behavior The opponent Dictator should be able to use his ability after facing the dictator with higher stats
