ships at market row 3 4 5 desgin not appear probably , also when create a fleet #475

Describe the bug ships at market row 3 4 5 desgin not appear probably also when creat a fleet

To Reproduce Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error

Expected behavior i suggetst that row 3 4 5 ti show the desgin once u point the mouse, to show it up instead of down also when creat a fleet should full design showing up not down when point with mouse on it
