No white flag after get attacked and lose

Describe the bug That time, i was sending fleets to attack other's planet, and my planet got attacked My fleets returned and join the battle. There were some players attacking me simultaneously I lost my ships, and lost the battle My resource reduced, but no white flag on my planet

To Reproduce Steps to reproduce the behavior:

1. Use 12 hours truce card
2. Find a planet being attacked
3. Send fleets to attack too (i sent 12 fleets), release the truce
4. While you're attacking, ask some players to attack your planet
5. Make sure your planet can withstand until your fleets return
6. After the fleets return, they will continue to defend the planet, and make sure you lost
7. after the battle end, lose resources, lose the ships, but no white flag on the planet

Expected behavior there should be a white flag on the planet

Closed, turned out it was due to defending side have more shootdowns
