Weapon Research doesn't work #488

Describe the bug weapon research doesn't deduct research time based on level, it's like having weapon research at level 1

To Reproduce Steps to reproduce the behavior:

  1. Go to 'Weapon Research'
  2. Research a Blueprint
  3. Research time is the same as weapon research level 1
  4. See error
