Describe the bug Commander that have chance proc skill after moving they cannot proc skill if

They out of range to hit the fleet
In the base don't have enemy

To Reproduce Steps to reproduce the behavior:

Just try to make the fleet with commander that proc on moving, make him out of range to attack

Expected behavior I just need let you know and fix it
