Perfect storm does not work for range increase

Describe the bug Technologie that increase missile range of attack does not work.

To Reproduce Steps to reproduce the behavior:

1. Research perfect storm to 4
2. Click on create fleet with max range and missile
3. Fleets need 8 space to hit the target, but should be 11 with the technologie
4. See error

Expected behavior Hitting by 11 space not only 8
