Pirates show up on planet when attacking Resource planet #515

Describe the bug I attacked RPG. Unknown ghost pirates show up on my planet and sit there. Someone sent scout fleet to my base. Now pirates are attacking as well destroying PD. And somehow one of my fleets is back from resource planet even though the battle is still going on and is being attacked by pirates.

To Reproduce Steps to reproduce the behavior:

  1. Send fleet to RPG
  2. Click on on planet and enter
  3. Press home button to go back to my own planet
  4. Pirates show up in home planet.
  5. someone sends a scouting fleet to my planet
  6. Defenses target scout fleet and pirates.
  7. Pirates start attacking.

Expected behavior Random unknown pirates should NOT show up on my planet, nor should my fleet return to my planet before the battle at the resource planet is finished.

Pirates were killed. Others came to help. Then their fleets got stuck. Moved planet, but their fleets disappeared but were not returning still. Moved back, and their fleets returned, but pirates showed back up but were not doing anything, just sitting there.
