Describe the bug According to krtools the Sandora laser fleets should target the closest fleet instead of the one with max. durability. To Reproduce Steps to reproduce the behavior:

  1. Start instance 30
  2. Look at the targeting of the Sandora laser fleets.

Expected behavior The targeting of the Sandora laser fleets should be set to closest
