"safe state" error message unclear

What steps will reproduce the problem?
1. Main.aspx - edit an existing connection.
2. Make the data invalid (e.g. wrong port)
3.

What is the expected output? What do you see instead?
Actual error message: Unexpected error when trying to ensure the connection 
was in a safe state

Do we expect all end users to know what a "safe state" means?

Suggested: Unable to connect to remote database using current connection 
settings.
