Button inconsistency between map lat/long and map name

What steps will reproduce the problem?

What is the expected output? What do you see instead?

map lat/long has "save" "view table" and "return"
map name has "map lat/long" "view table" and "return" and the "submit"
button is in a different location

buttons should be consistent, the "submit" button in map name should be
"save" and on the bar at the bottom.  and either map lat/long should also
have a button to map name, or map name should not have a button to map lat/long

Please use labels and text to provide additional information.
