IE display icon condition bug

What steps will reproduce the problem?

What is the expected output? What do you see instead?

in IE look at conditions for icons, if only upper or lower bound lines
don't appear.  see attachment

Bumping back to not fixed because it doesn't work in IE8 Compatibility mode 
still.

it worked in my IE8 Compatibility mode when I tested it. Hmmm.
