User cannot change overlay color for an existing overlay #167

What steps will reproduce the problem?
1. Setup an Overlay and Conditions
2. Click "Submit"
3. Click "Modify Conditions"

What is the expected output? What do you see instead?
User should be able to change the selected overlay color.

This should be a feature so that after setting up a lot of conditions they
can change the overlay color used instead of having to re-add all of their
conditions to a new overlay.

because of the update panel and the java script the color picker uses to select
a
color i dont believe it is possible to change the color of an overlay
