deleting the "locked=true/false" part of the URL does not display edit page.

What steps will reproduce the problem?
1. Go to URL http://localhost:49418/ConnDetails.aspx?ConnID=1
2.
3.

What is the expected output? What do you see instead?
Expected: User sees a read-only page. Specifically, the Remove button 
should not be next to the Mapping.

Actual: The Remove button is next to the Mapping. The user can remove the 
mapping in what should fail=safe to a read-only mode.

CORRECTION: Removing locked=x from URL should default to an edit page, not a 
read-only 
page.
