as a server admin considering to make chunkloading a feature, it'd be quite annoying to allow it without a cost to it, maybe item related (imagine a currency system based on items)

making the chunkloader have a default cost to it much like the beacon would slightly balance its vanilla aspects. making those price items and time each will add to the chunkloader would allow flexibility on modpack makers and server administrators who wish to add the mod to their system.
thus, making a configurable item_id:time_added system with default configs packaged along with the mod would allow quite a bit more flexibility to the mod.
adding to that, it may also be a good idea to allow an option that disables that, to keep the original behaviour of the current mod
