Currently the only messages you can edit are the ones for the 11 15 types of URs. Add ability to create custom URs for area specific common requests. These should be different from the 11 that are auto selected based on the type of UR that was submitted.

Solved / Unresponsive1 Stale / Unresponsive2 Dead / NotID'd should be sticky to the list of options to change.

Should this be added to the settings tab/window since it probably will only be used occasionally?
