Import SNFee from upstream 5cae6a88 #2

This is the current HEAD of the develop branch at the time of this commit. This is part of #1, migrating the data model code from the electronics repo to a "bridge" library.

@lemiere, @emchauve, this is related, and looks to contain code that may form part of the work to develop the EventBuilder application. It can be develop here for now, but should eventually find a home in SuperNEMO-DBD/EventBuilder as agreed at Bordeux.
