WIP: Falaise-3.1: Update formula and dependencies

There are significant changes and version bumps, so this is only a WIP at the moment, to be tested on:

• [x] CentOS 6/7
• [x] Ubuntu 14/16
• [x] macOS Sierra

Now ready for merge and container rebuild. Audit does not pass 100% due to minor infractions.
