If that user is assigned as a partner Administrative Contact or Technical Contact, reassign Technical Contact to someone else.
If that user is assigned as a partner Administrative Contact or Technical Contact, or Technical Contact for one or more applications, reassign contacts to someone else in the partners organization.
After the contact information has been reassigned, the user is removed from the partners user collection.
