Access forbidden when trying to access locally #223

Hello, and thanks for making this software.

I followed the steps on the wiki to set a local booru, and I got stuck with the 
Access denied problem. I'm not good with PHP nor webhosting, and I got this 
screen when I try to enter the booru at localhost:3000

I'm using the version 106 posted here. I don't know if this a Apache config 
problem or a Booru problem. Thanks in advice.

That has something to do with Apache configuration for sure.
I reproduced the error, I'll will check for a fix. It's related to Apache.

I updated the installation guide. I added extra info to the "Server 
configuration section":

Let me know if that fixes the error.
