Have option to make lightning flash way less intense #2914

As of now, the lightning flash is very bright and sort of hurts my eyes. Additonally, i can see this bothering some other people a ton, so i propose a option to make the flash a lot more subtle. While not required, it would also probably be nice for this option to be enabled by default, as i think most people would probably prefer the more subtle flash, and it would mean there's no chance of anyone that would be very effected by this miss turning the setting on.

image with the setting enabled, it should only be about this bright.

Not only does this hurt my eyes too, but apparently if theres too much lightning at once the game can crash. Looking at the stack trace it looks like an assert because its trying to set the light to more than 1, 1, 1.

I think the "Disable Eyesores" option which was suggested a while back would be good for this and other similar stuff.

I'm afraid people would be less likely to find the option if it existed. Should we ask them at the first start of the game?
