Update to Go 1.18
Remove UI src code
Temporarily bundle UI builds (migration tracked in https://github.com/SuperclusterLabs/supercluster-client/issues/69)
Add setup script that fetches IPFS
Use abs path for kubo bin
Update README
Update Makefile to rely on setup script, scrub plugin references
Remove UI references from CI/CD
Add build tarball as release artifact
