• On Init:
• [ ] sync DB state
• [X] load folders/cluster-service configs from disk
• [ ] check xmtp for new configs
• On cluster creation:
• [X] cluster service init
• [X] cluster service start
• [X] add cluster daemon ptr to process pool in Runtime
• [ ] use xmtp (via websocket) to "mail" the config to other members
