Clean up the RAMP directory

There are some bits in the root directory that should probably go away:

• Conjectures file - this should be moved to the Theory repository
• Todo - Anything useful still in there should be turned into an issue
• Some old data files - make sure they are backed up somewhere, then remove them

I have backups of all the data. Feel free to delete at will.
