dshow crops and then scales incorrectly

Dshow filter is cropping and scaling some content incorrectly

In a test a 1080P clip encoded in VP9 played back through the dshow filter the 
right edge was cropped and the remainder then stretched to fit.

Problem the same in media player classic and MS media player but the whole 
frame is displayed correctly in chrome.

What version are you using? On what Windows version?
Windows 7

Please provide any additional information below.
